The Role
The Aviation Security Compliance (ASC) Group within the CAA is the body which undertakes compliance monitoring activity to ensure that regulated aviation entities meet their legally mandated aviation security obligations. The role of ASC is to conduct security observations, inspections, audits, tests and enforcement action where security standards are below the required level. This will therefore require effective rectification action(s) by the entity, which ASC oversee. The Team enables the Secretary of State for Transport to meet the legal obligations as the UK Appropriate Authority for aviation security.
The role of the Compliance Team Manager (CTM) is primarily to lead a team of aviation security compliance auditors responsible for assessing and verifying that aviation security Regulations are being applied accurately. The successful candidate will be required to build strong working relationships with industry partners (predominantly at Operations Director level), undertake compliance trend analysis, ensure efficient auditor deployments in line with business priorities and act as a sector specialist for the area within ASC that they are assigned. The candidate will also be expected to participate and provide subject matter expertise in any management projects as required.
The role advertised at this time is for a CTM covering the regulated cargo sector across the UK and the assigned team of up to 8 Aviation Security Compliance Auditors. However, the successful candidate will be expected to be willing to be rotated into any of the other sector CTM roles depending on business needs.

For many appointments within the CAA, these roles require access to operationally sensitive infrastructure and/or Nationally Protected information. For these roles the post holders must undergo National Security Vetting and achieve the appropriate level of clearance.
To be vetted we will usually expect a reasonable period of residency in the UK so that meaningful checks can be undertaken. For this role this will need to be 5 years.

Core Accountabilities
- To lead and coordinate a targeted and prioritised programme of compliance monitoring activities and engagement ensuring resource is scheduled proportionately and efficiently
- Provide leadership, coaching and direction to a remote working team of auditors to ensure objectives are communicated, understood, and delivered in line with the Business Plan. Supervise performance, capability, and consistency of the team
- Quality assure and analyse compliance monitoring findings for lead sector in order to ensure consistency of auditor inputs, measure workforce productivity and understand entity and sector performance trends
- Regularly generate and review reports from the Compliance Management systems for internal and external stakeholders. Analyse Compliance data to identify trends and levels within remit. Provide regular Compliance reports and analysis to senior management as part of a regular program or upon request.
- Ensure regulatory enforcement and 'Stepped Approach' principles are followed in acquiring timely, effective, and sustainable rectification from regulated entities
- Work effectively with other team managers in order to ensure overall auditor workforce is deployed effectively and efficiently
- Contribute to the strategic management of ASC and the wider development of CAA Corporate objectives
- Offer a flexible approach to work, given the 24/7 nature of the aviation industry
- Engage industry partners and develop collaborative working relationships to resolve compliance deficiencies and disputes. Ensure compliance strategies implemented are proportionate and balanced whilst understanding operational impacts
- Support and engage in the roll-out of Security Management Systems (SeMS) to ensure entities implement robust internal assurance. Lead the delivery of SeMS for entities within remit that have an accepted SeMS in place
- Participate in the development and implementation of a future operating model which incorporates an assurance led approach into the compliance oversight programme
- Maintain effective liaison with wider AvSec teams in particular ensuring regulation work takes account of compliance priorities. Engage widely with other CAA Directorates and National Authority where required
- Lead internal and external audits whilst acting as an ambassador for the UK aviation security sector
- To lead on key subject specialisms or project areas as defined by the ASC Senior Management Team and/or Head of Branch
- Project Manage team Audits and Inspections as required - these can be located anywhere around the UK and will require up to 4 nights travel per event
To be considered for this role you must have:
- Extensive partner management with a proven track record to form relationships internally and externally
- Strong communication and influencing skills
- Be meticulously detail-minded and possess the ability to analyse sophisticated data sets quickly and accurately to identify trends and anomalies
- People leadership experience and development of team members
- Knowledge and understanding of the implementation of management systems with experience implementing policies and procedures
- Knowledge of threat and risk management and incident response
- Experience of working in a regulatory and/or compliance-based environment
- Self-motivated and willing to work flexibly in response to changes in priorities and under pressure
- Literate in MS office programmes and databases
- Be willing to travel for work as required for meetings with external stakeholders, attend management meetings or project manage audit and inspection events
- The role requires UK-wide travel required to aviation sites with some overnight stays as appropriate to manage the team of circa 8 Auditors. Up to 4 nights away required when project managing Audit and Inspection events - on average each trained CTM will project manage between 3-6 audit & inspection events per year, however this can sometimes change due to availability
