Caterpillar's Global Finance Services Organization (GFSO) is seeking a Custom and Compliance Manager/Trade Compliance Analyst to lead customs compliance for its Building Construction Products (BCP) facilities located within the UK. This role is responsible for coordinating and executing compliance tasks associated with international trade activities conducted by Caterpillar (Desford and Stockton).
About the Role / What You Will Do:
International Trade:
Extensive knowledge of UK and EU customs regulations and international customs processes.
Customs Compliance:
Strong practical understanding and experience of SCDP, Inward Processing and in-bond movement management.
Additional understanding of other customs procedures and concepts.
Proficient in the use and application of Incoterms
Effective Communications:
Strong communication skills, both verbal and written, enabling clear advocacy of compliance to all stakeholders
Audit and Compliance Function:
Demonstrable understanding of risk management and controls environment, including extensive experience of customs audit procedure and performance
Problem Solving:
Contextual awareness of the operating environment to develop sustainable solutions.
Aptitude for problem-solving utilising varying approaches and technique depending upon the situation
Accuracy and Attention to Detail:
Ability to process and evaluate large quantities of information to a high level of accuracy and detail
Data Gathering and Reporting:
Practical experience and understanding of HMRC reports, data, and information as an audit and analytical tool with the view to retrospective and prospective insight

Salary: £45,000-£54,000 depending on experience

About the Role / What You Will Do:
- Ensure compliance with trade laws and regulations while supporting the company growth and strategic objectives.
- Manage Caterpillar (Desford and Stockton) customs compliance and customs authorisation adherence
- Continue to develop policies, procedures, processes, controls and audit plans in accordance with enterprise requirements, changing guidance, and business needs.
- Be the Caterpillar (Desford and Stockton) subject matter expert and point of contact for trade compliance matters, including customs import, customs export, valuation methodology, valuation rulings, preferential origin, Tariff classification and free trade agreements
- Contribute to effective customs broker management by maintaining standard operating procedures aligned to current regulatory guidelines, conducting import and export declaration audits to an exacting standard, and providing broker performance feedback to the relationship manager.
- Reconciliation of HMRC trade information to ensure completeness and integrity of customs import and export transactions.
- Analyse and interpret the information for understanding of trade footprint including standard duty spend, additional duty levies, duty saving, tariff profile, VAT treatment, declared import value and declared export value.
- Performance of comprehensive retrospective review to assess customs transactions for financial accuracy. Escalating to internal compliance groups for determination of treatment and reporting requirements.
- Work with divisional and enterprise trade advisors to provide strategic advice and support for business initiatives impacted by international trade laws and regulations.
- Communicate with stakeholders including purchasing, supply chain, engineering, and logistics to ensure aligned and customs compliant approach
- Drive continuous improvement and trade compliance awareness through identification of opportunities for development, training and coaching within the business.
- Utilise knowledge and experience of audit protocols to support the wider Caterpillar (Desford and Stockton) Compliance Team in other areas of enterprise risk and internal governance.

- Proven experience of managing customs functions within a complex fast-paced manufacturing or international logistics environment
- Understanding of Export Controls
- Level 3 Certificate in Customs Compliance (UK)
- Knowledge of the Ricardo Duty Management System or other similar systems
