Upbring Head Start Preschool provides a safe, inclusive place to learn, grow and thrive. The families receive support and services to complement the child's education as the kindergarten transition nears.

What Education Implementaion and Compliance Specialist's Do

EICO's primary responsibility is to ensure that all newly awarded Upbring Head Start grants establish classrooms in accordance with the CLASS Methodology. During the startup of the new grant award, this position will be responsible for transitioning, planning, organizing, and implementing education services for the children. Additionally, the EICO will perform internal reviews of Upbring Head Start and Early Head Start centers in support of compliance, monitoring, CLASS methodology, and quality assurance systems.

Responsibilities

Work Standards
  • Conducts inventory and verification of incoming education supplies and equipment from previous grantees
  • Follow the OHS CLASS Methodology
  • Staff must not use/imposed corporal punishment or other forms of child maltreatment as a method to discipline children
  • Comply with the company code of conduct and other applicable regulations and requirements, including Licensing Head Start Program Performance Standards (HSPPS), Upbring policies, and procedures, Child Care Minimum Standards, and other federal, state, and local regulatory requirements
  • Always ensure the health and safety of each child in care, and support the overall well-being of children
  • Ensure compliance with Head Start Performance Standards, Licensing Regulations, and Upbring procedures
  • Fulfill role as mandated reporter as stated in Child Abuse and Neglect Policy
  • Travel to programs across counties as needed
  • Ability to work within specified deadlines and time frames
  • Be present at work to provide consistency of services
  • Other projects and duties as assigned
Communication
  • Observe, document, and code teacher-child interactions in all assigned classrooms
  • Communicates with leadership on programmatic status, updates, and any concerns regarding the educational component
  • Immediately communicate with supervisor any and all concerns related to child health and safety
  • Review program data provided through monthly reports and assessment systems to identify patterns and trends that inform continuous quality improvement
  • Develop new data gathering instruments and conduct evaluation of existing tools for measurement and assessment
  • Be present at work to provide consistency of services
Fiscal Management
  • Develops, organizes, implements ongoing monitoring, and quality assurance systems pertaining to programmatic and financial compliance and quality with Head Start regulations. This includes a system of reporting for non-compliance finding
  • Ensures fiscal management by monitoring educational expenditures during start up

Teamwork
  • Seek guidance and support from supervisor for mitigating concerns: inclusive but not limited to classroom management, behavior management, child health and safety, child development, and any other concerns requiring intervention
  • Works with Operations Assistant Superintendent, Regional and/or Program Director to order equipment and supplies for newly established classrooms
  • Works in conjunction with the Operations Assistant Superintendent to develop operational procedures, implement strategic initiatives, and complete projects that impact the program goals and objectives
  • Develop a program compliance calendar, template, and other systems in partnership with Assistant Superintendent that tracks licensing and Head Start regulations
  • Work in conjunction with Compliance Team to conduct annual self-assessment utilizing the most recent Focus Area 1 and 2 Monitoring Protocol
  • Actively participate in collaborative and cooperative efforts and activities with the Head Start leadership team

Building Relationships
  • Works with the Implementation and Compliance Officer of Operations to ensure classrooms are set up and ready for inspections by HHS licensing representative
  • Work in conjunction with Compliance Team and Leadership Team to complete program's annual Community Assessment, Self-Assessment, and Annual Reviews as necessary
  • Work closely with the Superintendent, Assistant Superintendents, Head Start Leadership, and Head Start staff to maintain focus on education (learning outcomes) and aligning instructional strategies with program goals and objectives that meet the needs of the students and families
  • Interact with a customer-friendly focus and professional manner
  • Work as part of the team player, exhibit professionalism (commitment, confidence, responsibility, dependability, honesty, ethics, appearance) and a positive attitude with team-mates and supervisor
  • Model and demonstrate a positive attitude and positive working relationships, while maintaining strong ethical boundaries
  • Actively participate in exhibiting cultural awareness and sensitivity when interacting with children, parent(s)/guardian(s), staff, and the community
Qualifications

Minimum Qualifications
  • Bachelor's degree in Early Childhood Education or related field
  • 3 years' CLASS observation experience
  • 3 years' experience Head Start or Early Head Start
  • Ability to travel up to 75% of the time
  • Ability to communicate effectively in written or verbal format to groups of all sizes and individuals
  • Reliable transportation and state-mandated minimum insurance coverage(s) on your vehicle
  • Work as part of the team player, exhibit professionalism (commitment, confidence, responsibility, dependability, honesty, ethics, appearance) and a positive attitude with team-mates and supervisor
  • Model and demonstrate a positive attitude and positive working relationships, while maintaining strong ethical boundaries
  • Strong computer skills, high proficiency with Microsoft Office Products (Word, Excel, and Outlook)
Preferred Qualifications
  • Master's Degree in Early Childhood Education or related field
  • Experience with early childhood education and special education
  • Bilingual education expertise
  • Background in Special Education/Inclusion
  • Experience with Creative Curriculum model and Teaching Strategies, GOLD assessment system
  • Reliable in CLASS
Knowledge, Skills, & Abilities
  • Demonstrated success in program management, including operational and financial management, evaluation and assessment, and continuous improvement for educational programs
  • Previous experience with data reporting
  • Demonstrated success implementing new programs to engage broad, diverse audiences
