The purpose of the role is to develop best practice relating to issues and ensure knowledge transfer into network operations field teams. These issues could be identified from a variety of areas from both within United Utilities or from identifying best practice from outside of the business.
The role holder is expected to identify new, novel and emerging techniques which would bring about commercial and operational benefit, as well as piloting and implementing new tools and technologies.
The role holder will develop / support training programmes for delivery to the wider Water Network Teams, to ensure improvement / corrective actions are identified following incidents by carrying out a thorough post incident review in order to identify lessons learned and improvement actions.
The role holder will be seen as a subject matter expert for Water Network and associated regulatory ODI measures such as Interruptions to Supply, Mains Repairs, Low Pressure, Discoloured Water events & any associated Water Quality reporting requirements.
The WN Regulatory Compliance Specialist will report to the WN Regulatory and Compliance Manager and will work closely with the Water Network Technical Team, Network Operations teams (NDM's, NCM's, NM's, NPM's), Economic Regulations, Corporate Audit, Performance Team, Customer (Commit Team), ICC (Scheduling Team), Alliance Partners, Data Governance and any other relevant departments associated with regulatory and technical datasets
Major contributor in supporting and delivering UU's ODI measures
They will have a key role in influencing decisions affecting network performance measures and processes.
The role takes responsibility for supporting Water Network Operations to achieve compliant data outputs
Help support data gathering for the following reporting requirements such as:
To promote good compliance via advice / guidance / briefings at meetings, and in some cases at forums relating to Water Network field teams or associated partners
The role will assist Network Operations in its delivery of the DOMS & DWSP strategies together with our customer and efficiency targets within the regulatory framework.
Timeliness of delivery of outputs
Demonstration of strong working relationships across the wider team
To ensure compliance with GSS (Customer Service Standards) were required
To provide excellent customer service and demonstration of strong working relationships across the wider team
High degree of job autonomy as in most cases working alone or as part of a small team; ability to work as a team as well as independently

- Analysis of customer data in particular discoloured water events to support our TSA performance commitment measure
- Accountable contributor in the compliance of regulatory performance commitments pertaining to the role

- Have either widespread and relevant experience in the roles relevant field or will have demonstrated technical or regulatory expertise in another area of the business
- Minimum qualifications for the role will normally be proven relevant experience in Water Network with a technical qualification (minimum HNC or NVQ level 4)
- Good knowledge and use of company IT systems such as INS, Tableau, ERWAN, GIS / OneMap/ Aquavista, OMS, and WQ Info bank, will be required to ensure completion of effective analysis, including an understanding of JIRA. Ability to set own targets, flexibility to manage multiple priorities, working to changing deadlines and attention to detail
- A good level of competency in the use of Microsoft Excel, Word and PowerPoint to enable the coordination of comprehensive compliance reports
- Have a good understanding of the regulatory framework to support the Network Regulatory and Compliance Manager to deliver improvement plans and identify areas for further improvements
- An understanding of wider business issues across all levels of the Company, Network Operations is key, particularly an awareness of the nature and effect of activities within this business area
- The role holder will need good analytical skills and the ability to identify, develop and drive through solutions to a wide range of regulatory and compliance problems
- The role holder will ideally be required to have an understanding of the Regulatory and legislative framework surround Water Network Operations
