The Air Compliance Specialist provides office and field support to the EHS&amp;S Department. This position assists with the general monitoring, recordkeeping, and reporting requirements required by federal, state, and local environmental rules and regulations, specific to air pollution and air quality. JOB DESCRIPTION: The duties of the position include, but are not limited to, the following activities: -Obtain working knowledge of applicable Federal, State, and City rules and regulations. -Provide technical assistance and information to partners with regards to Federal regulations and statutes of HUD's CDBG and CDBG-DR programs. -Conduct programmatic and financial reviews both independently and as part of a team to ensure activities follow applicable regulations. -Assist in the planning and development of monitoring reviews of projects/programs. -Communicate clearly, thoughtfully, and accurately to describe findings discovered during compliance monitoring. -Identify, analyze, and recommend solutions for various issues. -Track and record monitoring issues from identification to resolution. -Draft detailed and thorough monitoring reports including recommended actions. -Assist in the design, implementation, and collection of reporting materials to ensure City compliance with associated rules and regulations; assist in the preparation, organization, and maintenance of related files. -Become familiar with HUD's Disaster Recovery Grant Reporting (DRGR) system as it relates to the reporting of funded activities and monitoring activities. -Assist in the preparation of the Quarterly Performance Reports (QPRs) as it relates to monitoring activities of DR-funded programs. -Assist City agencies and internal OMB staff with the preparation of Policies and Procedures for funded programs. -Research and track developments in federal regulations and guidance. -Conduct invoice reviews and assist in the preparation of federal reimbursement requests. -Conduct site visits and interview City, subrecipient, and contractor employees when necessary. -Conduct special projects as needed, such as the production of ad hoc reports. -Participate in training seminars on CD regulations to City agencies and subrecipients. -Represent the CDBG-EDR Unit at meetings with other OMB staff, City agencies, and other entities. QUALIFYING SKILLS: -Strong attention to detail and organizational, research, analytical, and problem-solving skills. -Ability to work with large data sets. -Exceptional interpersonal skills and the ability to maintain working relationships with staff and government agencies with utmost professionalism. -Excellent communication skills, both verbal and written (with an ability to write memoranda, reports, etc.). -Ability to self-motivate and work independently with minimal supervision when necessary. -Ability to work calmly and proficiently under pressure and to adhere to strict deadlines. -Must be proficient in Microsoft Word and Excel and have the ability to learn new technology quickly. -Experience with Microsoft Office software (Teams, Outlook, PowerPoint). -Experience in grant administration and management, regulatory compliance, and/or Quickbase is a plus. REQUIREMENTS: Assistant Analyst ($58,851+): Bachelor's degree in Economics, Political Science, Public Administration, Public Affairs, Urban Studies, or a subject related to the specific assignment with no or one year of full-time experience in budget planning, financial analysis, public policy analysis, or a related field. Analyst ($74,893+): Bachelor's degree and a minimum of two years of full-time experience in budgetary planning/management, financial analysis, public policy analysis or a related field; or an awarded Master's degree in Economics, Political Science, Public Administration, Public Affairs, Urban Studies or a field related to the specific assignment. We are currently seeking an experienced Senior Cybersecurity Risk Management Analyst to assist with identifying, managing, and responding to cybersecurity risks, including managing risks within a defined risk tolerance. The Sr. Cybersecurity Risk Management Analyst will regularly perform cybersecurity risk assessments, monitor/measure risk treatment activities, and produce updated metrics and reports for leadership.
