The Senior Compliance Specialist will provide extensive monitoring, enforcement, and support to ensure program and regulatory compliance. This position is responsible for affordable housing compliance duties such as completing file audits, assistance with lease-ups and/or acquisitions, enforcement of policies and procedures, completion of special projects, and serving as a resource to property staff regarding compliance. The Senior Compliance Specialist will be offered a hybrid schedule with some travel required to properties in the Greater Boston area. Skills &amp; Requirements The following minimum qualifications will be required for consideration. • 5 or more years of affordable housing compliance experience. • Experience with HUD Multifamily Programs (Section 8, 202/811, etc.), Low Income Housing Tax Credit (LIHTC), HOME, Executive Office of Housing and Livable Communities (EOHLC) Bond Programs, MassHousing Workforce Housing and MA Ch. 40B. • Certifications such as HUD Occupancy (NAHMA CPO and/or NCHM COS) and/or Tax Credit (Spectrum C3P, NAHMA SHCM and/or HCCP). • Strong Microsoft Office skills are required; Yardi experience is preferred. • A valid driver's license and access to a vehicle is required. • A secure home office space with a high-speed internet connection is also required.

We are currently seeking a Vice President, Compliance and Risk Management to join our leadership team. Role: The Vice President of Compliance and Risk Management oversees Harbor Health's compliance and risk management activities by establishing and maintaining an effective compliance, privacy, and risk management program for all business operations that cover the following areas: standards and procedures, governance and oversight, education and training, monitoring and auditing, reporting, internal enforcement, and response and prevention. In this effort, the Vice President designs and implements programs, policies, and practices to ensure that HHSI complies with all pertinent laws, regulations, and standards of conduct in all areas of business operations. The Vice President identifies risks to the organization and its business operations, and coordinates risk assessments, planning activities, and mitigations across the organization to ensure effective risk mitigation and management. The Vice President reports to the Chief Executive Officer and maintains an open communication channel and dotted line to the HHSI Board of Directors. Responsibilities: <ul><li>Develops, manages, and oversees the HHSI Compliance, Privacy, and Risk Management programs, including development and oversight of the annual Compliance and Risk Management Work Plan.</li><li>Ensures effective lines of communication and reporting of Compliance, Privacy, and Risk related activities to the HHSI Senior Leadership Team, CEO, and Board of Directors; further ensures effective open lines of communication and dissemination of necessary Compliance, Privacy, or Risk related information to all staff members of the organization, including promoting use of the Compliance Hotline and encourages and promotes internal reporting of any and all suspected misconduct and ensures an 'open door' policy in Compliance.</li><li>Completes an annual Comprehensive Risk Assessment inclusive of all business operations of HHSI and ensures proper focus and prioritization of identified risk areas and conducts other risk assessments as necessary.</li><li>Oversees periodic Auditing and Monitoring activities including but not limited to; internal audits, compliance investigations, external audits, reviews, and inspections.</li><li>Ensures implementation and oversight of effective corrective actions or mitigations for any identified area of risk or non-compliance. </li><li>Supports the HR department in conducting investigations into all detected offenses, reports or allegations of misconduct or compliance violations. Establishes and provides direction and management of the Compliance Hotline and Incident Reporting process.</li><li>Provides support as required, and tracks progress of any audits, reviews, or inspections from external regulatory bodies. </li><li>Ensures development and maintenance of a centralized, accessible repository for all of HHSI's policies and procedures and ensures proper management of such.</li><li>Maintains current knowledge of changes to federal or state law or regulations that may require changes to HHSI policies or practices, and ensures any necessary changes are made in a timely manner.</li><li>Manages and maintains entity contracts and agreements, ensuring compliance with applicable regulatory standards and effective risk mitigation elements.</li><li>Oversees and implements the HHSI Privacy Program, including establishing effective policy, training, and controls; maintains compliance with established HIPAA standards and ensures investigations are conducted into any reported or believed violations of privacy standards or breach incidents.</li><li>Engages and works with legal counsel in response to any legal actions.</li><li>Manages and processes any medical malpractice claims-related activities and serves as the claims point of contact for Health and Human Services or other related parties, ensuring claims management processes and risk management requirements of the FTCA are implemented and met.</li><li>Chairs the Compliance and Risk Management Committee and develops and oversees sub-committees as necessary.</li><li>Ensures effective Records Management and Retention.</li><li>Supervises a cross functional team.</li></ul>Requirements: <ul><li>Bachelor's degree in Business Administration, or related field required; Master's or law degree highly preferred</li><li>Minimum of five years of experience in a Senior Management role in healthcare compliance or operations</li><li>Working knowledge of healthcare compliance laws, regulations and principles. </li><li>Exceptional analytical, planning, facilitation and verbal/written communication skills with demonstrated organization-wide impact in healthcare organizations. </li><li>Must be able to work independently with minimal supervision to accomplish assigned duties.</li><li>Must be computer literate with advanced skills with Microsoft Office 365 including but not limited to: Word, Excel, Outlook and Teams</li><li>Certification in Healthcare Compliance preferred.</li><li>Must be able to travel between all Harbor sites in a timely manner and work occasional evenings as needed</li></ul>All qualified applicants will receive consideration for employment without regard to race, color, religion, sex, sexual orientation, gender identity, national origin, disability or veteran status.
