As part of the Lycoming and greater Textron Systems Legal Department, you will be part of a dedicated and diverse team of in-house attorneys and professionals. In this position, you will report to Textron System's Ethics and Compliance manager and work in conjunction with the Global Trade Compliance teams. Compliance Specialist As part of the Lycoming and greater Textron Systems Legal Department, you will be part of a dedicated and diverse team of in-house attorneys and professionals. In this position, you will report to Textron System's Ethics and Compliance manager and work in conjunction with the Global Trade Compliance teams. The Compliance Specialist will be based in Williamsport, Pennsylvania (100% in office) and will play a key role in building and driving our Ethics, Compliance, and Global Trade programs by managing strategic and operational initiatives. The position primarily supports Lycoming's ethics and compliance activities across a broad range of topics including anti-bribery &amp; corruption risk management, Ethics investigations, and compliance program efforts and may have overlap into the larger Textron Systems E&amp;C Program deliverables. Will proactively support all export and import compliance matters for Lycoming. S/he will interact with employees at all levels and will work both independently and with other members of the business and members of the Legal, Contracts and Compliance staff on a variety of interesting international trade compliance matters. The successful candidate must be approachable, vocal, solution focused, and proactive. This position requires a candidate with a broad range of compliance skills to be applied both domestically and internationally. Candidates with experience in aviation or cross-border international business is preferred. Global Trade Compliance Responsibilities Interface with Export and Import Analyst on Customs Brokers and covered business partner matters • Direct U.S. imports for repair parts using TIB and HTS chapter 98 to the Import Analyst <ul> <li> Provide a full range of proactive export/import compliance guidance to program management, contracts, procurement, business development, shipping, security and other functional areas within the Company </li> <li> Determine the applicability of International Traffic in Arms Regulations (ITAR) exemptions, ECCNs and use of Commerce exceptions </li> <li> Review and approve Foreign Visit Notifications and conduct restricted party screenings </li> </ul>• Review and direct shipping request to the appropriate personnel <ul> <li> Review and approval of commercial invoices and shipping process and coordination of freight forwarder requirements </li> <li> Perform other compliance activities as determined by the Manager of Export/Import Compliance </li> </ul>Ethics and Compliance Responsibilities <ul> <li> Conduct Foreign Corrupt Practices Act (FCPA) due diligence reviews of businesses and individuals operating across the globe through outlined policy steps including document gathering, application reviews, Restricted Party Screening, media searches, and red flag clearing </li> <li> Provide administrative support for systems and controls designed to mitigate bribery and corruption risk, money laundering risk, and general compliance efforts related to the management of third parties </li> <li> Monitor existing partnership agreements for expirations and complete reviews on time while identifying applicable risk and escalating to leadership where appropriate </li> <li> Conduct fact-finding and pre-investigation of matters, collaborating with others on investigations, supporting the E&amp;C manager in investigations pertaining to potential violations of Company policy and applicable laws, and assist with ethics investigations raised through the Textron Help-Line and other reporting channels </li> <li> Draft compliance communications on timely and relevant topics and create content for intranet site </li> <li> Support overall E&amp;C training initiatives by conducting live training to employees on a variety of E&amp;C related topics </li> <li> Prepare professional, high quality and detailed due diligence reports to properly and completely document findings </li> <li> Assist with compliance special projects as needed, with the ability to work in a fast-paced, constantly changing environment </li> <li> Coordinate with the Textron Corporate Ethics &amp; Compliance team as required. </li> </ul>Requirements • At least 4+ years of relevant work experience <ul> <li> EAR compliance experience, with progressively more complex responsibilities, as well as working knowledge of Import and Customs Regulations and ITAR required. </li> </ul>• Good analytical, strategic thinking and business acumen including interacting with all levels of personnel within the company <ul> <li> High integrity and a commitment to ethical practices </li> </ul>• Ability to understand and follow corporate policies and guidelines <ul> <li> Strong interpersonal oral and written communication skills and m ust have strong intercultural and interpersonal sensitivity </li> <li> Must be comfortable navigating ambiguous situations and adept at influencing teams and leaders without direct authority. </li> <li> Must have the ability to competently manage multiple, competing priorities and to work independently as well as part of a team </li> </ul>Preferred <ul> <li> Knowledge of Anti Bribery and Corruption and Anti-Money Laundering compliance programs </li> <li> Experience conducting Ethics and Compliance Investigations </li> </ul>This position may require the use of information which is subject to the International Traffic in Arms Regulations (ITAR). SUMMARY The Compliance Analyst will be responsible for assuring the company is compliant with all state and local regulations relating to business licenses and permits. This includes original applications, renewals, and research for new locations. Additional responsibilities include tracking and filing various types of tax returns and payments. Opportunities to expand into other tax, accounting, and compliance functions as time permits. Job Details Compensation: Towne Park is committed to offering competitive, fair, and commensurate compensation. Actual compensation will be based on a candidate's job-related skills, experience, education or training, and location. The annual base pay range for this position is $55,000.00- $65,000.00. Includes discussions and coordination with governmental authorities and external license management companies (Avalara License Management) on a regular basis. </li><li>Coordinate and develop relationships with operations associates to ensure compliance while providing services to clients, understanding operational workflow, and identifying potential non-compliance and cost-saving implications relating to licenses and permits.</li><li>Research and prepare responses to notices received from governmental agencies related to business licenses and permits. </li><li>Assist with preparation, documentation, and filing of various types of tax returns and payments (such as income, Sales and Use, Personal Property, etc).</li><li>Support accounting team with operating and finance leases, including but not limited to ensuring compliance with ASC 842 and other relevant standards. Tracking lease-related transactions, maintaining and developing lease documentation (such as lease agreements and addendums, amortization schedules, etc.), and ensuring payments are made to vendors timely and accurate.</li><li>Opportunities to expand into other tax, accounting, and compliance functions as time permits.</li><li>Complete special projects as assigned. </li></ul>QUALIFICATIONS <ul><li>Associate degree or equivalent from a two-year college or technical school OR equivalent combination of education and experience.</li><li>Some level of Operational Accounting and/or office experience.</li><li>One (1) year of permitting and/or licensing experience is preferred but not required. </li><li>Knowledge of accounting and understanding of the general ledger accounts.</li></ul>Skills: <ul><li>Ability to quickly and accurately data enter a high volume of transactions with great attention to detail.</li><li>Ability to work in a fast-paced environment adhering to strict deadlines.</li><li>Computer proficiency and technical aptitude with the ability to utilize MS Office (Excel, Word, PowerPoint, and Outlook) and various accounting technology applications.</li><li>Written and verbal communication skills to effectively address all levels within the organization.</li><li>Ability to read, analyze, and interpret general business policies, procedures, equipment manuals, training materials, and corporate communications.</li><li>Ability to compose professional internal and external business communications including reports, memos, letters, and e-mails.</li></ul>SCOPE Authority to Act: <ul><li>The job is fairly routine.
