THE POSITION
In the Compliance Systems Analyst position you will have oversight of the compliance activities of an assigned portfolio to ensure the properties are compliant with timely certification processing for tax credit, HUD, and other housing program regulations. In this role you will provide compliance analytical support to Asset Management and engage regularly with third party vendors to ensure maximized subsidy is achieved. Currently, our portfolio is over 25,000 units which consists of mixed subsidy - HUD and tax credit properties in multiple states.
What You Can Expect To Do
• Oversight of compliance activities within the compliance software systems and portals
• Travel to properties is required, as needed (potentially 25%-50%)
• Support our property management teams when they have questions regarding compliance programs or procedures and assist with tax credit reporting requirements/resolving compliance issues
• Monitor daily activity in compliance software systems and portals
• Prepare weekly analysis reports that track key data for timely certification processing
• Contribute to the development and implementation of new procedures to improve overall effectiveness of compliance systems
• Facilitate account reconciliation between third party vendors and property management companies
• Provide administrative support to the rest of the compliance team when needed
• Analyze HUD monthly vouchers to ensure full subsidy is being received and identify areas of non-compliance causing reduction in funds.
• Maintain third party relationships
• Stay current with all federal and applicable state regulations for the LIHTC, HUD, and HOME affordable housing programs as they relate to files
• Assist property management teams with tax credit reporting requirements
What You Should Have
• 5+ years of experience of affordable housing compliance for a diverse portfolio of properties
• Experience managing compliance for 1200+ units; and experience working in multiple states with diverse subsidy programs; both state and federal
• Working knowledge of program and regulatory requirements- in particular, experience with Acquisition/Rehab, HUD-TC blended sites; pre and post 8609 processes
• TC (Low Income Housing Tax Credit) C3P and/or HCCP
• Bachelor's Degree preferred or proven history of relevant experience
• COS Designation (Certified Occupancy Specialist) or equivalent (BOS is a plus)
• Attention to detail and ability to "connect the dots" to see the larger picture
• Desire to take initiative and streamline processes for efficiency
• Ability to multi-task and successfully meet multiple competing demands often under tight deadlines
• Adaptable to environment, awareness of target audience and situational nuances
• Communicate effectively, verbally and in writing, with all levels of staff, internal and external (including peers, management company staff, agency reps and auditors)
• Demonstrated ability to initiate and execute projects/initiatives in a focused and highly tactical manner
• Experience with multiple software systems- compliance, project management
• Proficiency in Microsoft suite; Excel, Word, PowerPoint
• Strong work ethic, critical thinking skills, attention to detail, and sense of urgency
• Desire to work in a fast-paced, entrepreneurial environment
• Ability to take ownership and commitment to follow through
• Willingness to travel 25-50% of the time
