The Role
We are seeking a dedicated and experienced Building and Compliance Manager to join our Projects and Property team. The are responsible for Projects and Property team are responsible for overseeing both the delivery of large scale infrastructure projects and the maintenance and management of existing buildings and facilities within North Somersets property portfolio, as well as supporting the delivery of the Councils Development Strategy.
In this role, you will serve as the point of contact in the delivery of the Corporate Landlord Service, ensuring each asset complies with all relevant legislation and regulations, including building codes, fire safety, environmental regulations, and energy efficiency, staying up to date on changes to building regulations, compliance standards, ensuring that all buildings meet these standards. You will oversee and conduct regular inspections and audits of buildings, systems, and equipment to assess their compliance with building codes, and all related company policies, identifying, recording and reporting on potential compliance risks within buildings making sure that risks and mitigations are documented and communicated to senior management. You will be the first point of contact for all building and compliance matters for Services operating within the assets
Key Responsibilities:
Valid driving licence and own transport, or be able to provide alternative, suitable method of travel is an essential condition for this role.

The Role

Key Responsibilities:
- Serve as the point of contact for tenants, staff and all building users with regards to estate-related issues, resolving any concerns or complaints.
- Oversee the maintenance, repair, and refurbishment of buildings, facilities, and grounds, ensuring all properties within the estate are properly maintained, functional, and safe for use.
- Coordinate regular inspections of all estate properties to monitor their condition and ensure compliance with relevant health and safety and environmental standards.
- Work with external contractors, and other professionals to ensure asset projects are completed on time, within budget, and to required specifications.
- Ensure the estate complies with relevant local, national, and industry-specific regulations, such as building codes, and environmental regulations, manage any required certifications, inspections, and reporting requirements.
- Maintain awareness of any changes to legislation that may impact estate management and ensure the estate adheres to updated standards.
- Support the Senior Technical Manager in maximising the benefits and deliverability of the agreed NSC Corporate Landlord Service and in assessing further opportunities that arise through the Councils Strategic Asset Management Plan.

We are looking for an individual who is passionate about estate management and building compliance and who possesses the following skills and experience:
Essential Criteria:
- Educated to degree level or equivalent (NQF level 6) or evidenced extensive experience in building or estates management, facilities management, or construction roles
- Significant and wide-ranging practical experience and knowledge of the delivery of building management.
- Awareness of key legislation and current proposals for change in the built environment, insofar as they affect Council services and asset management.
- Experience of developing evidenced business cases to support investment, ideally considering both revenue and capital impacts. Experience of working across teams and with partners to deliver collaborative schemes and projects. Proven track record of effective planning, control and monitoring of budgets and performance.
- Membership of a Professional Institute relevant to one or more areas of service responsibility. RICS qualifications would be particularly welcomed.
- Relevant qualifications, such as NEBOSH (National Examination Board in Occupational Safety and Health), IOSH (Institution of Occupational Safety and Health), UK building regulations and compliance laws (e.g., The Building Regulations 2010, Fire Safety Order, HSE regulations).
- Strong knowledge of related disciplines, e.g. environment, sustainability, building practises.
