Detailed job description and main responsibilities

The Estates Department is a patient, visitor and staff driven department focused in delivering a range of engineering services in a professional, effective, consistent and friendly manner.

Our key objectives are to provide staff, patients and visitors with safe, attractive and fully operational environments whilst ensuring the Trust has all the engineering support services required to sustain normal, healthcare operations and business continuity
• To support of the Deputy Head of Estates - Compliance and other estates managers in co-ordinating the infrastructure to support the trusts internal and external requirements in relation to statutory, regulatory, NHS and internal compliance.
• Support operational estates managers in the day to day safe and efficient operation and maintenance of the electrical / mechanical plant, equipment and machinery, the associated services and distribution systems ensuring a technically sound and cost-effective service to St George's University Hospitals NHS Foundation Trust.
• In conjunction with other engineering officers of St George's University Hospitals NHS Trust provide engineering services at a high and efficient standard.
• Ensures that St George's University Hospitals NHS Foundation Trust and its associated users are provided with a cost effective, technically sound and reliable distribution and engineering service on a continuous basis.
• Liaise with and support the contracting team as required in connection with technical information, standardisation of equipment and parts regarding compatibility with existing hospital services and equipment.
• Support all estates managers with the production of specific health and safety policies and protocols ensuring their adoption in both spirit and application.
• Acts in support of the Estates Managers as an authorised person, subject to training.
• To keep abreast of all changes and amendments to Statutory Legislation and Mandatory NHS Guidance relating to the safe and effective maintenance and operation of healthcare building services installations and equipment and advise management colleagues accordingly.
• Be a member of the internal inspection team.
• Support the Deputy Head of Estates - Compliance in his/her duties.
• Set up systems to allow the Trust to monitor and measure its compliance with external standards.
• Work with clinical teams to identify priorities and risks for inclusion in annual audits.
• Assist Deputy Head of Estates - Compliance in the direct implementation of all operational engineering department health and safety policies and protocols, ensuring that working practices comply with these in both spirit and practice.
• Assist with the direct implementation of such management systems of control and monitoring and installation of plant and equipment necessary to meet the requirements of current statutory legislation.
• Assist Estates managers with the safe and efficient operation of all Site Wide Electrical / Mechanical systems ensuring that all statutory legislation and testing is adhered to and written scheme of examination are maintained and remedial action is taken as and when required.
• Assist with the implementation of best working practices to ensure the achievement of safe and efficient operation and maintenance of the electrical / mechanical services.
• Responsible for the preparation of regular reports, including facts and

recommendations to the Estates Operational Managers on plant status, energy efficiency, emergency schemes, financial matters and any other items/subjects as might be required.
• Responsible for the effective implementation of the Hospital's Health & Safety policies and protocols.
• When requested deputises for the Deputy Head of Estates - Compliance in their absence.
• To attend various training courses (both on-site and off-site) as identified during staff appraisals and as required by the Trust.
• Participation with the Engineers "Out of Hours" on call schedule and arrangements to ensure the provision of 24-hour emergency call out cover, 365 days a year, to the Trust.
• Procurement of goods, materials and services and to ensure compliance with the Trusts Standing Financial Instructions at all times.
• Support the Deputy Head of Estates - Compliance in developing and ensuring that staff training and development is achieved.

Experience

Essential criteria
  • NHS Premises or Equivalant Critical service Experience in the same role
  • Premises Assurance Model or Equivalent System Experience
Desirable criteria
  • PAM digitalisation experience
skills

Essential criteria
  • Solid team management skills Good understanding of financial management Board level report writing Contract management
  • Good computer skills Sound understanding of CAFM Advanced Microsoft Office skills
Desirable criteria
  • NEBOSH / IOSH Certificate Permit to Work experience
  • Planet FM Understanding of the healthcare environment
Qualifications

Essential criteria
  • Degree / HND qualified in Mechanical / Electrical Engineering
Desirable criteria
  • Member of recognised engineering/industry body, i.e. IHEEM/CIBSE / Engineering Council
Knowledge

Essential criteria
  • Technical specifications Relationship Management Health & Safety COSHH
  • of electrical / mechanical engineering Pressure Systems Water Management Technical report writing
Desirable criteria
  • Previous knowledge of Healthcare Estates and compliance issues
