Join the Close Brothers Compliance Team where you will support Central Compliance with various matters such as Whistleblowing investigation and lead the firm's ongoing SMCR operations and ensuring that Close Brothers remains regulatory compliant with the PRA and FCA expectations.

The successful candidate will coordinate with other central functions such as HR, Legal, CoSec, TPM, other compliance roles and dealing with SMCR compliance issues in line with respective activities to ensure SMCR compliance.

RESPONSIBILITIES

The Compliance Manager will be responsible for leading the firm's compliance on SMCR according to the regulatory requirements which include:
  • Provision of advice on PRA and FCA rule and guidance interpretation relating to various matters in particular, SMCR, third party risk management and regulatory engagement.
  • Keeping the Management Responsibilities Map up-to-date.
  • Preparation of high-quality external documentation such as SMF applications for new candidates or existing SMF holders changing roles.
  • Leading on internal documents such as Reasonable Steps and Handover Documents before they are sent to Senior Managers for review.
  • Working with HR on the certified persons workflow including identification of certified persons, working with HR who are tracking F & P, this person will then be responsible for updating the Financial Services Register.
  • Reviewing and updating SMCR training materials and delivery to different audiences.
  • Challenging and updating the SMCR / Cosec / HR operating model and driving operational changes and improvements including control enhancements.
  • Keeping abreast of regulatory and landscape change, and responsibility for assessing, analysing the impact, provision of guidance, interpretation and implementation of any new requirements, and embedding any regulatory change in the institution particularly regulatory change pertaining to SMCR.
  • The provision of papers and data or MI to Committees or Fora owned by Compliance, including the Senior Manager and Certification Regime (SMCR) Oversight Committee, which reports to the CBL Board.
Developing Our People: as a line manager, you will be responsible for inspiring and motivating your team, as well as developing performance through coaching. You will encourage your team to take responsibility for their own personal development and provide support through regular feedback.

WE WOULD LOVE TO HEAR FROM YOU IF HAVE/ARE:
  • A strong high-level understanding of the regulatory environment as it applies to banking, and ideally knowledge relating to investments and detailed knowledge of certain areas such as the Senior Manager and Certified Regime (SMCR).
  • The breadth of regulatory experience necessary to operate safely with a high level of autonomy in advising on technical matters across a wide range of businesses and regulatory topics.
  • Substantial previous experience in an advisory or similar role for example with a legal or accountancy firm or within major financial institutions.
  • A high level of technical knowledge of all PRA and FCA requirements, guidance and expectations including detailed knowledge of the scope and application of the rules.
  • A clear understanding of regulatory expectations across a wide range of topics and risk areas.
  • A proven track record of technical competence and pragmatic provision of advice.
  • Good judgement as to the limits of own expertise and of when additional help needs to be sought from others (internally or externally).
  • The ability to quickly assimilate information on new / overseas requirements and to effectively explain these requirements to others.
  • The ability to think strategically and commercially and to consider relevant matters beyond the immediate regulatory issues
  • Educated to degree level or equivalent.
IT IS NOT ESSENTIAL BUT IT WOULD BE GREAT IF YOU HAVE/ARE:
  • Relevant professional qualification preferred (e.g., CISI Global Financial Compliance qualification; IRM Certificate in Financial Services Risk Management)
