Key Responsibilities:
The Compliance Manager assists the SVCA in its administration and enforcement of State and Federal laws, County Ordinances, and the SVCA Restrictive Covenants, Bylaws, Policies. and Rules & Regulations. The duties of the position will be split between administrative and enforcement tasks.
The Compliance Manager supports the Architectural Control Committee (ACC) by managing AC submissions, reviews, decisions, inspections, and communications. The Compliance Manager is SVCA's designated point of contact for Security, and oversees ongoing training, assignments, and reporting, and interacts with guards on a daily basis.
Description of Duties:
General:
Bending, stooping, kneeling, reaching, lifting, and carrying approximately 25 pounds at waist high level. Frequent sitting, some standing, and walking required. Extensive use of computer terminal and keyboard. Moderate to high requirement for hand coordination, visual ability, and cognitive abilities.
Must tolerate moderate noise levels and interruptions in an open office environment. Works indoors in controlled conditions and outdoors in potential inclement weather.

- Provide exceptional customer service, perform job duties with accuracy and attention to detail.
- Educate Members and the general public on Department rules and standards.
- Provide support for the ACC.
- Prepare activity and status reports as assigned. Make oral presentations as necessary.
- Maintain professional and effective working relationships with customers, colleagues, Association members, and the general public.
- Maintain records and files related to areas of responsibility.
- Perform other duties as assigned by the General Manager.
- Oversee approved mitigation plans that have been assigned by regulatory agencies to the Association.
- Undertake other responsibilities as assigned.
- Act as primary contact for the Association for implementing and enforcing ACC policies, including follow up inspections.
- Coordinate and collaborates with the Administrative Specialist with drafting agenda and minutes for all meetings of the ACC.
- Ensure complete packet submission by members/contractors in adherence to ACC policies and Whatcom County Code, where applicable.
- Complete response letters and permits relating to member requests to the ACC.
- Coordinate road closures for active construction projects.
- Perform a variety of code compliance activities including zoning, land use, housing, parking, and nuisance abatement.
- Work with the General Manager to enforce the restrictive covenants, bylaws, policies, rules and regulations, and applicable ordinances.
- Review construction plans for compliance with SVCA ACC requirements and presentation of construction plans and comments for ACC approval.
- Perform on-site inspections of new home and other ACC-approved projects.
- Perform other inspections, as needed, to support builder/construction compliance.
- Responsible to respond to code violations as reported or observed as per Sudden Valley governing documents and report Whatcom County code violations, when applicable.
- Responsible for administering the Compliance Program within the Association which includes detection, communication, and tracking of issues from notice through Appeal and completion in accordance with our governing documents and any applicable local, state, or federal laws.
- Coordinate with Security to perform inspection of properties for compliance.
- Oversee Security Guards to ensure adherence to SVCA policies.
- Point of Contact to BOD Vice President for setting up all Appeal Boards and representing the Association in Appeals
- Primary day-to-day contact with area law enforcement, South Whatcom Fire Authority, DEM and emergency agencies
- Coordinate with Whatcom County and Lake Whatcom Water and Sewer District on permit requirements and inspections for new construction and alterations when necessary.

Minimum Experience and Qualifications:
- Bachelor's degree in a related field, such as civil engineering, mechanical engineering, architecture, public administration, or law enforcement, or any combination of education, training, and experience which provides the required knowledge, skills, and abilities.
- Understanding of and familiarity with building codes, architectural drawings/plans, and construction permits.
- Minimum of five (5) years of supervisory experience.
- Eight (8) years of related work experience, including both administrative and field work.
- Excellent communication, organization, and conflict resolution skills.
