Description of Work Unit

CEMML is a research, education and service unit within the Warner College of Natural Resources at CSU. CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DOD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. We collaborate with our sponsors and within CSU to resolve complex environmental issues, leaving a legacy of science-based decisions that sustain our resources for future generations.

Position Summary

A Pollution Prevention Compliance Specialist position is available with the Center for Environmental Management of Military Lands (CEMML). This position is responsible for supporting the management of the US Army Garrison - HI Recycling program, identifying new strategies, opportunities and initiatives and implementing the Integrated Solid Waste Management Plan. The position is located at Schofield Barracks, Oahu, Hawaii.

Required Job Qualifications
  • Applicants must have a BS or BA degree plus related field plus 3 years of professional, post-baccalaureate experience.
  • Must be able to provide field support for pollution prevention and recycling activities that may involve lifting objects and moving containers that weigh up to 50 pounds.
  • Must have a valid driver's license or the ability to obtain a driver's license by the employment start date.
  • The successful candidate must be legally authorized to work in the United States by proposed start date. CEMML will not provide visa sponsorship for this position.
  • Must be able to comply with all applicable regulations to obtain a Department of Defense Common Access Card (CAC) and public trust clearance: In order to be eligible for a CAC, a non-U.S. nationals must have resided in the U.S. or U.S. territory for three or more consecutive years for the required Tier 1 HSPD-12 CAC credentialing background investigation. Preferred Job Qualifications
  • BS or BA degree in environmental sciences or a related field,
  • 3 years of relevant experience related to pollution prevention and recycling programs.
  • Knowledge of and experience with federal and state regulations regarding solid waste management including the Resource Conservation and Recovery Act (RCRA), Subtitle D and Hawaii Administrative Rules Title 11, Chapter 58.1.
  • Experience supporting a Department of Defense (DoD) Qualified Recycling Program as well as cost recovery and solid waste diversion reporting; experience performing environmental audits and inspections.
  • Experience developing and presenting educational materials and administering environmental community outreach programs.
  • Work experience with personal computers and standard office software.
  • Experience working in a highly structured organization with knowledge of Army directives, guidance, environmental regulations and processes.

  • Evaluate the efficiency of all aspects of the Recycling Program and make independent recommendation for improvement or correction.
  • Review waste streams to determine appropriate recycling measures.
  • Implement new measures and provide practical guidance to improve results.
  • Develop and direct education and outreach activities.
  • Identify new goals and program initiatives.
  • Ensure compliance with Army Recycle Center operations and Solid Waste Management Permits for the installation.
  • Track and calculate the annual solid waste diversion for reporting on a semi-annual and annual basis.
  • Assist in renewing or modifying permits.
  • Collect and process recyclable materials for Qualified Recycling Program
