JOB SUMMARY:

The Prevailing Wage Labor Compliance Specialist responsibilities will include updating, monitoring, verifying the accuracy of the information and submission of all required prevailing wage documents to the appropriate State Agency. This position will also monitor and follow up with subcontractors required to submit similar information to the State. Additionally, the Prevailing Wage Specialist will follow up with the State Agency to correct any deficiencies in the submitted documents. As part of the Operational Accounting Team, the Prevailing Wage Specialist will be working in collaboration with Project Accountants, Project Teams and various State Agencies.

SALARY RANGE: $78,000 - 90,000 annually (Seattle range)

JOB RESPONSIBILITIES:

  • Consult with the appropriate State Department to become a subject matter expert on their current regulatory processes to ensure that BNB is complying with current guidelines.
  • Develop and provide training to internal clients and subcontractors to ensure mandatory compliance.
  • Review contractor and subcontractor reporting requirements and procedures to ensure compliance with all federal, state and local laws governing prevailing wage.
  • Ongoing review of wage compliance and requirements in all stages of a contract's lifecycle.
  • Provide training to the subcontractor community to promote awareness and understanding of compliance.
  • File appropriate required State documents.
  • Accurately report certified payroll to ensure that BNB is complying with local, state and federal laws.
  • Enter BNB certified payroll to Owner required payroll system (i.e., LCP Tracker) if applicable.
  • Complete WMBE form (and any other unique prevailing wage requirements) as necessary.
  • Maintain Apprentice Reporting.
  • Work with the appropriate State Department to correct any deficiencies discovered in report filings.
  • Validate subcontractors have apprenticeship programs by approved a government agency with certified apprentices registered to the program.
  • Conduct subcontractor audits of submitted documents for accuracy and compliance.
  • Collaborate with the appropriate State Department on issues of subcontractor non-compliance. Follow up with proper cure.
  • Verify resubmission of restitution documents requiring subcontractors to pay restitution for underpayment of wages.
  • Cooperate fully with federal, state and local audits.
QUALIFICATIONS:

  • 3+ years of construction accounting administrative experience.
  • Possess problem solving and analytical capabilities.
  • Strong written and verbal communications skills
  • Professionally interact and collaborate with others.
  • Ability to work independently, take initiative, set priorities and see projects through to completion.
  • Attention to detail, strong time management and organizational skills required.
  • Experience working with State Agency Websites filing intents to pay prevailing wage, affidavits of wages paid, uploading certified payroll and verifying uploaded subcontractor certified payroll.
  • GCPay Online billing platform knowledge a plus
  • Working knowledge of LCP Tracker

While performing the duties of this position, the employee is frequently required to sit, communicate, reach and manipulate objects, tools or controls. The position requires mobility. Duties involve moving materials weighing up to 10 pounds on a regular basis and up to 25 pounds on an occasional basis. Manual dexterity and coordination are required over 50% of the work period while operating equipment such as computer keyboard, mouse, calculator and similar machines.
