Trade Compliance Specialist

The position

We are looking for a Trade Compliance Specialist (m/f/d) for the HBK Trade Compliance Team in Portugal.

Our new team member will support the Trade Compliance Team in ensuring compliance, with a focus on exports from and imports to Portugal, the European Union and the United Kingdom, as well as our other locations worldwide. Working from home or hybrid is possible, as long as you can get to our office in Porto on short notice when needed. You will report to the HBK Group Trade Compliance Manager based in Germany.

This position is well suited for an experienced candidate, looking to contribute to their place of work whilst working autonomously within a given framework and reporting lines. The ideal candidate is a specialist passionate about their chosen field, who will be able to add value to a growing organisation in both the short and long term.

Primary Responsibilities

Together with the HBK Trade Compliance Team and in close contact with other departments (e.g. logistics, sales, finance, procurement, legal) you will be responsible for the maintenance and deployment of the HBK Trade Compliance policy and supporting procedures and you will train others in the relevant procedures.

After appropriate orientation, your daily work includes, but is not limited to:
  • Staying current on global import and export regulations, policies and other applicable governmental initiatives, especially in the countries and regions where HBK operates
  • Ensuring compliance with national, EU, UK and US export control/trade compliance laws and regulations
  • Being the main contact for export and import related inquiries from external stakeholders including, but not limited to, inquiries from export controls and customs authorities, other HBK/Spectris group companies, distributors and representatives, and internal functions such as sales, order handling, and logistic colleagues to ensure compliance with all applicable trade controls and requirements
  • Prepare our Porto branch for import and export activities by obtaining EORI number, Customs Authorisations and Simplifications (e.g. AEO, Approved Exporter), writing procedures and supporting other departments in import and export activities
  • Reviewing sales orders, checking sanctions lists, performing customer due diligence, and managing various kinds of export compliance issues, such as export licence determinations; licence applications and approvals; management (incl. administration and maintenance) of the companies' denied party screening software; ensuring proper end-user documentation is obtained, verified and stored
  • Providing guidance in trade compliance-related contract matters (e.g. Technical Assistance Agreements) and supporting the implementation of Technology Control Plans
  • Assigning and verifying Export Control Classifications/Dual-Use Classifications and HS tariff codes, applying for and controlling the existing BTIs
  • Country of Origin and preferential origin determination and issuing of the appropriate proofs (e.g. LTSD, COO, EUR1, ATR) as well as US content calculation, application of de minimis rules
  • Maintaining export control relevant master data
  • Maintain productive relationships with Government regulators (e.g. Portuguese Autoridade Tributária e Aduaneira, Customs Authorities, US Department of State, US Department of Commerce, UK Department for International Trade, German BAFA) and other external stakeholders
  • Being the main point of contact and the responsible person for Customs and Export Control matters before the relevant authorities
  • Facilitating and supporting external and internal compliance audits and assessments and implementing any necessary corrective actions
  • Support other HBK departments with Trade Compliance matters, including customs clearance, and perform internal audits
  • Driving continuous improvement, best practices, and standardization through the understanding of global trade regulations
  • Ensure reporting of key trade compliance matters to the HBK Group Trade Compliance Manager and International Trade Compliance Manager Spectris, as appropriate
  • Other activities as may be assigned by the HBK Group Trade Compliance Manager in support of Trade Compliance activities
Professional Qualifications

What you need to make a difference is a passion for trade compliance and a sense of the importance of the topic. We are also looking for:
  • A bachelor's degree in foreign trade, business, economics, law or related.
  • Relevant professional experience in trade compliance and export controls
  • Operational knowledge of export laws and regulations, particularly US International Traffic in Arms Regulations (ITAR), US Export Administration Regulations (EAR), and EU Member States
  • Operational Knowledge of the WTO tariff valuation rules and basic experience with assigning and maintaining tariff codes
  • Excellent interpersonal and influencing skills with the ability to communicate and interact at all levels and support decision-making based on credible knowledge of International Trade
  • Experience with an enterprise-class ERP system desirable and other standard office tools
