Job Overview.

The S&P Compliance Officer supports a portion of IRC's global partnership portfolio, serving as the main focal point for staff on any compliance-related and/or PEERS-related questions, problem-solving on complex compliance issues, creating partnership agreement templates and tools, advising on the full partnership life cycle from pre-award to close-out, and directly supporting in agreement negotiations with external partners. Serving as an in-house PEERS expert, the S&P Compliance Officer plays a critical role in building knowledge and capacity of staff on donor compliance and PEERS, while continuously encouraging the deeper realization of IRC's partnership principles of equality, transparency, responsibility, complementarity, humility, and results-oriented approach.

Key Accountabilities

Drafting of partnership agreements
  • Develop compliant subaward and partnership agreement templates based on the donors' terms and conditions, including leading the review process with other Donor Compliance Specialists and IRC departments, as needed. Regularly maintain and update Partnership Agreement templates with correct PEERS references, robust standardized guidance notes and formatting to streamline country office use, and templates, correcting errors, and creating multi-lingual templates.
Partnership agreements review and approval
  • Working through the IRC's OTIS system (i.e., grants management application system), review partnership agreement packages, including all due diligence documentation and the subaward/partnership agreements, for compliance with donors' rules and regulations and PEERS.
  • Review all partnership agreement packages with peer international non-governmental organizations ensuring compliance with PEERS and donor's rules and regulations.
Advice, guidance and capacity-building
  • Working under the direction of the Director of Subawards and Partnerships, support organizational compliance to IRC systems and policies by providing direct day-to-day guidance and assistance on the development, review, and execution of partnership agreements.
  • Act as a compliance focal point for IRC's partnership portfolio for RAI US donors, and other statutory donors and private donors as required, by providing guidance and advice on the processing/implementing of PEERS, IRC internal policies and sophisticated donor rules and regulations as they relate to subawards
  • Build IRC staff knowledge and provide guidance on partnership agreement due diligence and PEERS processes with a focus on developing complete partnership agreement packages to ensure IRC staff effectively identify and mitigate risks associated with specific partnerships.
  • Build IRC staff capacity on partnership agreement review processes by providing ad hoc guidance and conducting PEERS-specific info sessions and induction training.
Systems strengthening
  • Collaborate across departments (e.g. C&P Donor Specialists, Finance, Ethics and Compliance, and Office of the General Counsel) to find broader organizational solutions as they relate to partnership agreements
  • Engaging with RAI offices and RAM, and AMU PAS, provide advice and input on agreement negotiations with partners, including advising on responses to partners' questions and concerns. Coordinating and engaging other departments (e.g. OGC) for input as needed. Serve as one of IRC's in-house PEERS experts and assist in capacity development of staff, including through providing technical support on PEERS processes, onboarding new staff to the system, and supporting the Training Unit, as needed.
  • In collaboration with the Director of Subawards & Partnerships and the AMU Director of Partnerships, assist in the ongoing refinement and updating of PEERS and develop partnership tools and training, keeping in mind practicality of implementation and major donor guidelines to ensure a consistent application of PEERS.
  • In collaboration with other teams (finance, RPAS, donor specialists, etc.), explore opportunities for more data analysis and data-informed decision-making.
  • Facilitate community of practice on compliance, partnerships, and partner support across country offices
When necessary and upon request of the Director of Subawards & Partnerships, assist with minor administrative duties, such as knowledge management as well as other duties that may be assigned.

Positions reports to: Subaward & Partnership Compliance Director

Requirements:

  • Bachelor's degree in Business, Program Administration, Finance, International Development/Relations or related field. Legal background or degree highly desirable.
  • Fluency (written and oral) in English and Spanish or French required. Fluency in other languages desirable.
  • Minimum of 5 years of relevant professional experience working with US Government and US State funded grants, cooperative agreements, and contracts (e.g., USAID, BHA, HHS, CDC, DOS, Office of Refugee Resettlement), including demonstrated experience and expertise in interpreting and applying statutory and regulatory language from awards and/or contracts. Experience with other statutory donors and private foundations (e.g., FCDO, ECHO, AFD, UNHCR, UNOCHA, UNICEF, GAVI, LEGO Foundation, Sesame Workshop) highly desirable.
  • Demonstrated ability to communicate complex topics, related to donor or legal compliance, finance, partnership management, and organizational operating procedures to a wide and varied audience (e.g., across cultures and staffing levels)
  • Demonstrated ability to provide risk analysis from a compliance and contextual implementation perspective on partnership lifecycles
  • Demonstrated ability to problem-solve and work well under pressure in a fast-paced team environment and prioritize accordingly.
  • Excellent oral and written communication skills, including the ability to effectively and diplomatically negotiate with donors, partners, and other internal departments
  • Demonstrated ability to learn and roll-out new systems and operating procedures. Previous experience in developing compliance tools, templates, and/or trainings desirable.
  • Experience developing compliant subawards, partnership agreements, and/or subcontracts.
  • Excellent attention to detail and solid organizational skills
  • Ability to travel up to approximately 25% of time.
  • Excellent computer skills: MS Word, Excel, PowerPoint, and email/internet software.
Other
  • Previous experience with international non-profit organizations preferred.
  • Field experience in the humanitarian sector is highly desirable. Experience in partnership management, including conducting due diligence and providing capacity development, a plus.
