The Role The Aviation Security Compliance (ASC) Group within the CAA is the body which undertakes compliance monitoring activity to ensure that regulated aviation entities meet their legally mandated aviation security obligations. The role of ASC is to conduct security observations, inspections, audits, tests and enforcement action where security standards are below the required level. This will therefore require effective rectification action(s) by the entity, which ASC oversee. The Team enables the Secretary of State for Transport to meet the legal obligations as the UK Appropriate Authority for aviation security. The role of the Compliance Team Manager (CTM) is primarily to lead a team of aviation security compliance auditors responsible for assessing and verifying that aviation security Regulations are being applied accurately. The successful candidate will be required to build strong working relationships with industry partners (predominantly at Operations Director level), undertake compliance trend analysis, ensure efficient auditor deployments in line with business priorities and act as a sector specialist for the area within ASC that they are assigned. The candidate will also be expected to participate and provide subject matter expertise in any management projects as required. There are two roles advertised at this time, one is for a CTM covering the regulated cargo sector and one covering the airport sector across the UK and the assigned team of up to 8 Aviation Security Compliance Auditors. However, the successful candidates will be expected to be willing to be rotated into any of the other sector CTM roles depending on business needs. Overview IT Operational Risk &amp; Control Manager Altrincham To support and facilitate the implementation and embedding of the Lookers Risk Management Framework approach into the relevant business directorates (the 1st Line of Defence). Working with the accountable executive and their leadership team to implement and embed the risk management policies, processes and procedures in line with the Board approved risk framework. Providing the accountable executive with regular updates on the risk profile for their areas of accountability, keeping risk management on the agenda to drive actions to mitigate risks and improve controls. Working closely with the 2nd Line of Defence to embed processes and provide an accurate view of the risk profile. Acts as a 'risk champion' and subject matter expert to embed risk management culture with the directorate. Responsibilities <ul><li>Facilitate and support the development and embedding of the directorates Risk &amp; Control registers.</li><li>Work with all relevant colleagues to identify the risks that impact the directorate and the controls that manage those risks.</li><li>Perform objective assessments and testing of the effectiveness of controls and work with colleagues to improve the control environment.</li><li>Able to apply judgement and a risk vs reward approach to influence behaviours and processes.</li><li>Ensure the risk profile of the directorate is subject to regular monthly review, including monitoring of actions to mitigate risks and improve controls.</li><li>Adopt a risk-based approach to ensure the risks and control improvements are appropriately prioritised.</li><li>Coordinate with stakeholders across all relevant departments to ensure actions to mitigate risks and improve controls are tracked to completion.</li><li>Produce regular reports and management information to describe the risk profile for the directorate.</li><li>Engage regularly with the accountable executive and their leadership team to discuss the risk profile.</li><li>Perform independent checks and deep dives of the control environment to assess the quality and embeddedness of processes and controls.</li><li>Engage actively with the 2nd line of Defence to provide regular updates on the risk profile.</li><li>Work with colleagues to facilitate and develop effective Key Risk Indicators (KRI's) to measure and monitor the risk profile.</li><li>Where relevant facilitate and develop Risk Appetite Measures to inform the Risk Appetite Reporting.</li><li>Engage with the 2nd line of defence to establish regular reporting of the risk profile.</li><li>Attend governance meetings and committees to provide updates as required.</li><li>Act as the business units champion in relation to the Incident Management Process. Working with the 2nd line of defence to embed the process and train colleagues on how and when to report incidents</li><li>Work with directorate colleagues to maintain awareness of the incident management process.</li><li>Facilitate and support colleagues to ensure adherence with the incident reporting process SLA's and drive the resolution of incidents including root cause analysis of underlying problems and coordination of the actions to resolve.</li><li>Act as a Subject Matter Expert for risk management and champion the embedding of a risk aware culture.</li><li>Build strong working relationships with all relevant 1st line stakeholders, the 2nd line of defence and audit to drive effective actions.</li><li>Support the 2nd line of defence in performing risk assurance activities.</li><li>Facilitate and support the executive to review and refresh the risk policies they are accountable for at least annually.</li><li>Work with the executive and directorate leadership team to develop and embed the relevant policy requirements including controls, processes, monitoring and testing of effectiveness.</li><li>Provide the 2nd line of defence with regular updates on progress to embed the policy requirements.</li><li>Facilitate and coordinate internal audit responses through collaboration with Audit.</li></ul>Skills, Knowledge and Experience <ul><li>Knowledge of risk management concepts and implementing and embedding risk processes and policies.</li><li>Strong verbal and written communication skills - Able to confidently communicate, coordinate workshops and present outcomes to colleagues Head of, Franchise Director and Executive Level.</li><li>Process improvement: Able to objectively assess processes and identify control weaknesses and areas for improvement.</li><li>Strong analytical skills: Able to analyse and develop data, including key risk indicators. Assess trends and perform root cause analysis to identify underlying causes.</li><li>Problem solving and critical thinking.</li><li>Coordination skills - able to coordinate and perform workshops with groups of colleagues to drive action closure.</li><li>Report Writing - Provide commentary to feed into key risk reports and Audit Committee deliverables.
